How can I make eye shadow and eye liner stick and not smear?

Use an eyeshadow primer such as Urban Decay Primer Potion or Too Faced Shadow Insurance and you may need to try a different type of liner. You may also want to use a base that is kind of sticky like a cream shadow under the eyeshadow to make it stick a little better. primer primer pimer! it makes your makeup last longer lkie waayyy longer and it wont crease, urban decay and two face make the best ones and there called urban decay shadow potion and two faced shadow insurence but two face works better cuse its not in a complicated bottom like the UD but heres a video on the stuff

For eyeshadow, use a primer. I've heard some fantastic reviews about Urban Decay's primer.. I actually just bought some myself.
