I try to use only retractable eyeliners. the regular pencils can sometimes be too rough and hard to sharpen.What is the easiest and best pencil eye liner?

Almay.... the ones for your eye color work really good for me
i use covergirl perfect blend or maybelline line stylist cg for a thicker more dramatic look maybelline for a thinner more precise look and for the top lid always pull the lid tight from the corner for smoother lines and better accuracy both go on really well without skipping

Well I like using a black powder (like eyeshadow from Mac) and an eyeliner brush,because it stays on all day. Also any eyeliner you like is fine but if you use a lighter to soften it for a few seconds and then wait a few seconds before using it it will go on really smooth and dark
