You have to close your eye shut by pulling both top and bottom lids to the side, get close to a mirror and make sure the eyeliner is touching the start of your eyelashes- you'll get it with practice. You have to be very still and steady.How do you put eye-liner on the top of your eyes?
Are you using liquid eyeliner, a kohl pencil, or some other kind? Lol. My favourite eyeliner is the Napoleon Perdis China Doll...It comes in a little pot, and you use a tiny brush to get it on. Liquids or brush-ons always seem to give a smoother line than pencils. I always start about the middle of my eye, as close as possible to the lash line. You have to sort of half close your eye, and even pull gently at the outer corner to pull the skin taut. This makes it easier to get a smooth, clean line without the skin of your eyelid bunching up beneath your pencil/brush. Work your way outwards, adding a flick at the outer corners for that extra bit of drama! Go back and finish towards the inside of your eyes, but be careful, you dont want to get black blobs in the corners...very unappealing!
That takes a lot of practice ! Just practice , practice , practice.
What you need is a steady hand, and you need to get the strokes right. You should put you pinky finger on the middle of your cheek below your eyes. Then you need to pull the eyelid slightly , close your eye and begin with drawing a line as close to your lash line as possible, than you do it again, and again until you get the result you're looking for.
And remember to make thin lines and then add to your line to make it thicker, or whatever you like.

The way you apply the eye liner depends on how you want your eye to look.
If you want to make your eye lashes look thicker, sharpen your eye liner, close your eye, and pull your eye from the side so that it is stretched. Now draw the line practically on your lash line, (VERY CLOSE!) so that you can barely see it. When you open your eye, it wont be too thick and horrible. Experiment with how thick you want the line.
Smudge the line slightly if you're going for the smoky eye effect. It would be better to use a blunter eye liner for this.

if you are using an eye pencil i would make sure it was sharp and try practicing on your arm or a tissue until you can draw a stright line.
For liquid until you get compfortable putting it on i would keep my eye slightly open so you can see what you are doing. also when putting on liner make little dashes instead of putting it on with one straight line...but the most important thing is to practice! It took me awhile to get it right but youll learn and it will be almost perfect!!! :P
First, make sure your pencil is sharpened! If its a twist up pencil, you usually don't have to worry about it. Just make sure its clean and doesn't have eyeshadow on the tip or anything. The easiest way is to place your finger on the outercorner of your eye and pull it outward to make your eyelid's surface tight. Afterall, drawing on a piece of loose cloth is impossible unless its pulled tightly. Then, start on the outer corner using short back and forth strokes. Don't try to do it in a single line. From the outside corner, move inward. Start off with a thin line, it will get bigger as you go over it. Remember, a little goes a long way! Hope this helped.

Close your eye and look in the mirror with the other eye. Focus on how the eyeliner looks on your eye rather than the eyeliner coming towards your eye because that may cause you to flinch. Start at the middle and make a thin straight line.

with your writing and hold the eye liner place your little finger just under your cheekbone under your iris then use the other hand to keep the skin taghut
