I suggest getting a gel or cream eyeliner which comes in a jar, and to apply it with a small eyeliner brush. A popular one is MAC fluidline, but I use Paula's Choice Gel eyeliner (it's around $12 -- i've had it for over a year and it's not dried out). It stays on the whole day and is easier to control than liquid eyeliner. It doesnt tug at your eyelid like a pencil does either.

use a angle eye liner brush and a very black eye shadow. wet the brush with water, dim it into the eye shadow and apply from the inner eye and work your way to the outer corner of your eyes. its so easy. liquid or the gel formula eye liner can be costly and it tends to dry out very fast.
If your using anything but a pencil its best to do small short strokes so the line isn't crooked...it's the best way to get a straight line. If your using a pencil just draw a line around your lash line.
If you mess up or put too much on just use a Q-tip to wipe it off...and be sure to blend any edges so you don't have harsh lines
I use a powder eyeliner and an eyeliner brush, others who use the eyeliner brush prefer a cream or gel eyeliner but we all agree using a brush to apply it is so much easier than a liquid or pencil liner- you have greater control and can acheive so many more looks with that one tiny brush!
