downward and making me look like I have raccoon eyes? how can I keep it in place through out the day?How to prevent under Eye liner from spreading ?

Choose a waterproof eye liner and before you apply the liner apply some finishing powder under your eye. Using an eyeshadow primer like Too Faced Shadow Insurance on the lower lash line helps as well.
Try putting makeup remover on a q-tip and putting it in the area where you dont want it to smudge.
Don't wear as much eyeliner, and don't touch your eyes.
